Design for multiple settings

Not everyone uses the same browser settings. It's important for your site that your customers who may be visually impaired can still read your site. Many designers will set their font's to a specific size. If the font they set is too small for your customer to read there is nothing they can do to make it readable and they will go elsewhere. The relationship of one font to another can be controlled while still allowing the setting of the browser to determine the actual size of the words on the screen.
